Canada: Definity carve-out; surety stays with Travelers via SPFM

On January 2, 2026, Definity Financial Corporation completed its purchase of Travelers Canada’s personal insurance business and the majority of its commercial insurance business. As part of that transaction, Definity acquired Travelers Insurance Company of Canada (TICC) and The Dominion of Canada General Insurance Company.

Travelers retained its Canadian surety and new home warranty businesses. Those retained lines continue under St. Paul Fire and Marine Insurance Company (SPFM), a federally and provincially licensed insurer operating in Canada since 1928 that, in Travelers Canada’s words, “continues to operate as Travelers Canada” for surety and home warranty. Per Travelers Canada, surety and new home warranty policies that had been underwritten by TICC were assumed by SPFM.

This is not a story that Travelers “bought St. Paul’s surety book.” The public announcement describes Definity buying personal and most commercial lines, while Travelers kept surety and home warranty and runs them through SPFM as Travelers Canada.

Travelers Canada’s own surety customer note states that “Travelers, the largest surety writer in North America,” continues surety and home warranty support — that ranking language is Travelers’ own claim on its January 2026 announcement page, not an independent Global Guarantors ranking.
